Is it the case that monitors with at least one version of variable refresh rate technology, are usually able to be set to a static rate between the lowest and highest supported refresh rate, if you were to create a custom resolution in nVidia's Control Panel? [Control Panel > Change Resolution > "Customize..."] ? .....(or Intel/AMD's equivalent)
